Not a bird...
...but it is a crane! Or, rather, a whole mess of cranes, lifting cargo containers off the ships that bring 'em here from China....

Looks like the bird is "eyeing" you. Sizing you up. Like he's gonna say, "hey buddy, wanna grab a drink?"
And it's not all seagulls here, but they are the most numerous and noisiest, at least when there's food around ;-)
